In creating the Board, the President called in four members of his Cabinet: namely, Secretaries Work, Hoover, Davis and Wilbur, representing respectively the Departments of the Interior, Com merce, Labour and the Navy. A more authoritative Board could not exist; but in order to give to its findings the highest industrial and financial autho rity, invitations were sent to the large producing, refining and marketing com hanies of the country, who gave full co-Shanghai plerations.. operation in securing the required data

Moreover, some of the most expert Rande engineers, geologists and owners read Tronoh Mines papers at the various meetings of the Board, that showed an evident desire to bring out all the facts and make a frank statement of opinion. Hence the report, Hangkew which is signed by the four cabinet mem- Naw Kuginterings bers above mentioned, is a document of Shanghai Docke the very highest authority. In these days. Hotals...... of propaganda, it is refreshing to receive a document dealing with a great fintional problem, whose statements may be se cepted without a shadow of a doubt as to their truth and impartiality.
The findings are fully in keeping with the facts which the Scientific American has brought out, during the past few months, in its articles on the oil indus- try. The report states that the total pre- sent reserves in pumping and flowing wells is estimated at 4,500,000,000 barrels. Perhaps the most important part of the report is that which deals with un- restricted drilling and the great waste which attends it, as for instance when China Lights (combined)...$17) nom we read that in the Cushing field in Oklahoma the waste of gas amounts to 300,000,000 cubic feet of natural gas per day or 10,000,000,000 cubic feet a year which the rep rt affirms is the equivalent of 5,500,000 tons of coal.
The Board emphasizes the need of co- operative drilling: but it evidently con- siders that this should be done by mutual agreement among the leaders of the in- dustry and not as the result of direct legislative action. With this policy wa are in entire agreement; although it would be well for the oil industry to realize that unless unrestricted drilling is stopped, Congress, in sheer defence of one of the nation's most valuable war reserves, will be under the necessity of taking direct control by legislative enact-- ment. JAPAN AND SIBERIAN RESOURCES.
LIMITLESS LUMBER, COAL AND GOLD.
That Siberia can feed Japan and supply the Inland Empire of the Far East with all the raw materials she needs was the statement made by Mr. Golachey, former Minister of Foreign Affairs of the short-lived Siberian Government.
Mr. Golacher, who now lives in Japan, termed Siberia an El Dorado, and said that it is not only able to inЯuence life along, the entire Pacific sen-border, but also to influence, the economic develop- ment of the entire world. To assure proper development of this territory, the greatest needs, according to him," are: (1) capital; (2) extension, improvement and building of new railways; and (3) increase of population.
44.
"First of all" he said, "must be mentioned a circumstance of great im- portance, namely that Siberia, as a whole, inclines towards the shores of the Pacific in her economic life. This in- clination will increase in proportion to the development of the regions around the Pacific Ocean. As soon да the economic needs of countries abutting the Pacific develop further. It will become obvions that the import and export markets of Siberia will show a greater tendency towards the East. Thus, the nations around the Pacific Ocean have not only a theoretical, but also a very practical, interest in Siberia.
As regards the riches of Russia, poten tial riches, Mr. Golachey said that these are, agricultural and mineral and that the country is also well adopted for dairy farming sad for cattle breeding.
