MR. EUGENE CHEN'S FAILURE TO RECOGNISE FACTS.
SUGGESTION THAT NAVAL ACTION IS INTENDED TO HELP WU PEI FU.

Mr. Eugene Chen, the Minister for Foreign Affairs in Canton, has addressed a vigorous protest to the British Consul-General in Canton against the action of the British Naval Authorities in landing bluejackets to guard the Hongkong, Canton & Macao Steamboat Company's Whart Mr.. Eugene Chen wilfully shuts his eyes to facts. "No British lives," he saya, “are, or have been, in jeopardy in bonnection" with this wharf. Yet it is common knowledge that the wharf has been used by the pickets for over a year and that each evening passengers boarding British boats have been fired upon. It was the Canton Government's duty to prevent The Government could such aring. Even Mr. Chen "could not have believed that indiscriminate aring upon British ships would

British sailors are now giving the required protection to British lives and British property and according to the opinion of the majority of Chinese people it is perfectly right and natural that they should do so. The Canton Government should be grateful to the British Naval Authori ties for assisting them in maintaining law and order. Instead of entering formal protests they would be better employed in curbing the further activities of the strike agitators. A few British bluejackets without much trouble and without any loss of life have cleared the strike pickets- The Government if it properly named pirates-from a British wharf. wishes to establish its bona fides should follow up the good work and clear them out of the City without delay....
Unfortunately, Mr. Eugene Chen'e protest has been mutilated in transmission. Some sentences are impossible to understand. It is. however, given as received and is as follows:
