ATTACK ON NEW BILL.
Th these days when people are ruching poll-mell into the Divorce Court we should be taking a terrible step towards making divorce easier if we removed, the only terror, the public contempt, public opprobrium. and public ridicule "Sir Ellis Hunt-Williams, K.C., M.P. ̧ A striking debats on the modern increase in divorce cases and the effect of publicity as a deterrent took place in the House of Commons when the second reading of the Judicial Proceedings Bill was moved. The Bill seeks to restrict the publication of reports of court cases. Sir Ellis Home-Williams, speaking as one with some little experience of these matters" unde a vigorous attack on the Bill, which he said would add to the diffeulties of the King's Proctor in trac- ing collusion.
Members might think is worth while to suppress reports altogether. If they thought sq, let them say so, and let them go straight for the French, system in which no publication of divorce cases was given.

Major Kindersley. in moving the second reading, said the bulk of news paper owners and editors had a very good sense of duty in this matter, and exercis- ed common sense, but there were certain
journals which deliberately exploited for Kain reports of judicial proceedings gf an unsavoury character.
A NATIONAL INSTITUTION.
Mr. Johnstah said the National Union of Journalists, representing at lonst 90 per cent, of the 1,800 working journalists of the country, so far from being active supporters of the Bill in its present form, had passed resolutions against it....
Major Astor supported the principle of the Bill, but criticized some of its provisions.
CABINET'S ATTITUDE. Sir W. Jaynson-Hicks stated that the awspaper proprietors believed there was no possible halfway house between ordi- nary reporting and trial in camera, He, for one was not prepared to allow all cases to be heard in camera, and nothing would induce the Government to force such a position. -

(3) Public opinion has been too weak to
support this important issue. Backward and dark as this present situation, it is of great interest to realize that, in China to-day, there are three provinces-Canton, Hunan and Kiangsi where women have been granted roll tient sights at different times. These wo men have been sitting side by side with men in the provincial legislatures and despite the difference of sex, they work together for the welfare of thir res pective constituencies.

the public that our desire for political- rights does not mean that woman is get- ting stylish. It does mean, however, that, she is consticus of her position and wishes to share the burden with her brothers in the reconstruction of her country which is equally dear to her. Women Suffrage Associations are found in many parts of the country, but an far we have not yet come together for a na- tional union.
