WITH NEW YORK AND LONDON,
An interesting report on the 3rd International Police Conference, held in New York in May last, has been courte ously prepared for publication by the Hon. Mr. E. D. C. Wolfe (Hongkong's Captain-Superintendent of Polics), who attended this conference prior to return- ing to Hongkong from Home, leave.
In his report, Mr. Wolfe explains how far this Colony is likely to be affected by the work and decisions of the Conference referred to. He deals with the following four points: ***
1. Police Conference in New York (a) Its aims and decisions arrived at. (b) Their application to Hongkong and whe ther the Colony has been included in any definite scheme as a result of this Con- ference. (e) The question of extradition of criminals.
2. Prison Matters. Comparison of con ditions in Sing Sing prison and other well-known establishments with those of Victoria Gaal in Hongkong.
3. Traffic Matters. Comparison of Hongkong traffic problems with those of New York and London.
4. If it is proposed to introduce changes of reforms in the Hongkong Police force in respect of (a) criminals and (b) traffic.
