SCHOOL SCIENCE EXAMS. "NATION'S INTELLIGENCE BEING RUINED."

Outspoken criticism of the examination system in regard to the teaching of science was made by Professor H. E Armstrong, Emeritus Professor of Chem- istry at the City and Guilds College, South Kensington, at the conference of the Science "Masters Association st King's College for Women, Campden- hill road. The professor declared that the examinations were "ruising, the intelligence of the country for all prac tical purposes" and he thought that there was a danger that the teaching of science might be removed from the schools unless an improvement were made.

The conference had been discussing the question of school science examinations, and the professor expressed profound dissatisfaction with the manner in which the debate had proceeded.

I do not think,” he declared, "that you are in any way alive to the import- ance of the teaching of science. Exami nations are ruining the intelligence of the country for all practical purposes. I am 'up against the system again anl again. Icoma in contact a good deni with technical men, and I know the kind of material you are sending from the schools to the Universities, and so out into the world. Under this 'examination system intelligence is being absolutely sterilised. Cambridge is merely an ad- junct to Newmarket (Laughter.) They ara a set of gamblers, and you are all suffering from their addiction to the Turf. Until you get rid of that evil you are merely ruining the education and the intelligence of the country.

"No practical examination, as at pre- sent conducted, is worth the paper it is written on," remarked Professor Arm- strong, amid laughter, "A practical examination can only be of good when the examiner sees the way in which a young fellow does his work You have got to get rid of this infernal higher school examination, and you must intro- dues conditions in our schools which will fit men for practical work in life. If you science masters are not very careful the teaching of science will be taken out of your hands altogether by some of the Large manufacturing companies. My son is so thoroughly dissatisfied with the pro- duct of the universitica that he has already instituted an education system in the Dye Stuffs Corporation. If you do not start and teach science from very low down, from the ground, instead of beginning somewhere up in the clouds, you will have the subject swept out of our schools in a very for years." (Cheese and some laughter.)

Dr. C. W. Kimmins, presiding at a lecture on The Mind of, the Little Child," by Miss Margaret Drummond, st the fourteenth conference of Educational Associations at University College, Lon- don, said he had just come back fram an American lecturing tour, and out there" they had been discussing the extra- ordinary importance of the two-to-five" period of child life, which was now re- cognised by all people who knew anything about education to be far and away the most important period.

There was passage in Circular 1871 which suggested the exclusion of very young children from the influence of people interested in education. To his mind it was simply a tragedy that when all the educated world was Exing itself on the two-to-five period something should be happening in England which would limit the wonderful pravisions of the 1818 Fisher Act.

Mr. Fisher fully recognised the extra- ordinary importance of the two-to-five period, and made ample provision for it, and they would not rest until they found those provisions fully established in the educational system. He (Dr. Kimmins) was not a fighting man, but on that ocen- sion they must all take off their coata And fight for it. It was tragedy that the people who controlled education should have no connection with modern movements in education, He looked forward to the time when those in authority in educational matters would be subjected to a very rigid examination. CHANCELLOR'S MEDAL TO BE

The Vles-Chancellor of Cambridge University has published a letter from the Chancellor (the Earl of Balfour). bearing on the latter's offer of a classical. medal for women, which has already been the subject of a report of the Special Board for Classics. Lord Balfour says he is glad that his offer with regard to a classical medal meets with the ap proval of the Special Board for Classics and of the Council, but,, for the guidance of the examiners, he desires to add one thing His intention is not that, of the three-medals offered in each year two shall be for the best men and the other for the best woman. Such a procedure, he says, could only be justified on the as sumption that, so far as classical, learn- ing is concerned, there is an essential- inequality between the sexes, for which
