NATIONAL DEFENCE:

SPEECH BY THE NEW KING OF

·SIAM.

His Majesty the King of Siam, the Bangkok Times, says, made an interesting speech in reply to the addresses read by the Minister of War and the Minister of Marine. The following rough translation gives the purport.of what the King said.

His Majesty thanked the officers of the army and navy who had asked his accept- ance of the rank of Field Marshal and Admiral of the Fleet, and who had given him their blessing. In succeeding to the throne, he had felt the burden of respion- sibility and duty to be heavy indeed. "But. in listening to the addresses just read he had experienced keen satisfaction and had felt that strength would be given him in his work for the future. For himself his life's work had been in the army from his youth up, till finally he had tried to study the higher branches of staff work in the hope of being of greater use in the home army. Now he was unable to de" vote himself to the army alone, but he asked army officers, to believe that be: would always follow their work with the utmost care, and would endeavour to keep the standard of the army up to that of other nations. If his own knowledge could be useful in any way, it would be his endeavour to assist.

He had not been a naval officer, but be was glad to receive the insignia and rank of which they had asked his acceptance. He certainly was not one of those who thought the navy was of no value to Siam He had always held firmly that the navy is essential for the defence of the country, and that there could be no thought of disbanding is. For the de- fence of Siam he held that they required both army and navy working together.

In addition a new arm had come into being in the air force, which in the future was destined to be an arm of the highest. importance. It gave him great pleasure to know that the air force of this country is making much progress, and is commer cially as well as militarily useful.

These three arms acting unitedly would be of the highest value, in war, and one may hope their united work would be good. enough to earn for Siam the respect of other Eations and make any enemy afraid to invade the kingdom. Fit Majesty went on to exhort the officers of both army and navy to act unitedly in peace as in war. The cne must not re- gard the other as a different puak, for it was by being united in spirit and effort in peace that they could secure victory in war. In giving them his blessing His ajesty prayed they might all have strength of body, of mind and of endea- vour in fitting themselves for the defence of the dear land of their birth.

NAVAL ECONOMIES.

CLOSING OF ROSYTH AND PEMBROKE DOCKYARDS.

The decision of the Government to close the naval dockyards at Rosyth in Scot innd and Pembroke in Wales, or as it is termed to reduce them to a care and maintenance basis, was discussed in the House of Commons on December 15th.. Speeches were made by Scottish and Welsh Members urging the retention of these dockyards" on the ground of the hardship which the Government decision would entail upon workers. Mr. Lloyd George made a strong appeal on behalf of Pembroke dockyard. Mr. Bridgeman,. First Lord of the Admiralty, in reply reminded Members that it had been clear- ly stated in the House that in order to meet the costs of new naval construction the Admiralty would look in every direc tion to effect economies. "You cannot have these economies," he said, "with- out putting somebody out of work." He did not know whether it would not be necessary to close yet another shipyard, Let them not, suppose that this was the] only economy which the Government were, going to make. They would make calls: that would fall more heavily upon the people of England than did those which were falling upon the people of Scotland. and Wales. The Admiralty were trying to arrange that the men at Rosyth and Pembroke dockyards would be found a certain amount of employment extending over a considerable period of months, for it was proposed that the large propor-. tion. of ships which it had been decided to scrap should be scrapped in those yards. Mr. Bridgeman added that neither Rosyth nor Pembroke would be per- If there manently put out of action. was a threat of war it would be very easy to make use of them again in a very short time.

- TANK INVENTION CLAIM. JUDGMENT FOR THE CROWN

Mr. Justice McCardie on December 15th gave judgment for the Crown in the tank invention action, Mr. Justice McCardie' said that Lord Kitchener displayed no active interest in the tank project, as he had not, realised that such a weapon was within the range of practical achieve ment. Incidents in respect of the tank were minor factors in Lord.. Kitchener's career.

[In the petition on behalf of Captain' Beda Bentley who sought the right to be regarded as the inventor of the tank and claimed.£300,000 from the Crown, Coun sel for the plaintiff said that Lord 'Kit. chener, whom the plaintiff knew in the Boer War, had requested him to produce an armoured car. The plaintiff suggest en a caterpillar with an armoured body. Counsel asserted, that Lord "Kitchener had requested: Captain Bentley not, to patent the claim for reasons of secrecy. Mr. Churchill, giving evidence, said he convened on February 20th, 1015, a meet- ing of Admiralty experts as a result of which the Admiralty Landships Com- mittee was formed headed by Sir Tenny- son D'Eyncourt. Mr. Churchill had not heard Captain Bentley's name mentioned în connection with the scheme. Lord. Kitchener never told him or the Premier that he had any plans of that kind.)
