THE CURSE OF RICE. DIFFICULTIES ATTENDANT ON A
SPECIALISED CROP, .. Discussing Japan's food problem in the current number of the Chun Koraa ("Central Review"), Mr. Nakazawa Benjire, a well known authority on the subject, remarks:-
THE HONGKONG DAILY PRESS, FRIDAY, NOVEMBER 20TH,
Address: 2, Queen's Buildings.

HOPELESSNESS OF INCREASING, CROP.
In the meantime, steps should be taken to divert the people's liking for rice as another means of solving the food pro blern. The total area of the country is 38,871,000 cha ( cho is approximately equal to 1 hectar), of which only 13 per vent or 6,10,ne cho is under culti vation, about one-half of this being rice Rice is, on the whole, a product pecu fields, while the land that admits of fur- liar to the Orient, and not a universal ther reclamation is catimated at less than crop like wheat, which is grown every 2.000.000 cho of which only 10,000 chu where. Nor is the demand for the cereals believed to be capable of being made Ho widespread as that for wheat it is limited to the greater part of the Orient; and a section of the inhabitants of the rest of the globe. As for Japanese rice, the staple food of the Japanese people, the supply and demand are still more limited." In a word, Japanese rice is the Joed of the Japanese; it is, not in favour rren with rice-producing nations other than Japan, and its supply is also practic ally limited to Japan. As rice in general is not in universal demand, so'is Japanese for dwelling houses and factories and rice in particular more limited in de-for the construction of roads, railways, mand. For instance, it has abont twice as much heat capacity as wheat produced in the same area of land; and in the cultivation of it, use can be mide of such natural advantages as can- not be availed of in the growing of wheat, etruch being the utilisation of nitrogen in the air through the operation of light ning in sanimer and of organic and inorganic matter in the water in which the plant is grown. But these advan tages are counterbalanced by various drawbacks In the frat place, as it is A universal foodstuff, as already pointed out, supplies cannot be obtained from every part of the world, and a sur. plus in production in one place cannot be readily disposed of elsewhere. It is, moreover, an annual plant, and the period during which the crop can be kept in stock with advantage is limited to one

There is also another reason for which a great increase in the produe- tion of rice through an addition to the area under this crop cannot be expected: alor while land in annually reclaimed to extent of from 90,000 to 25,000 cho. about 50.000 cho is heing Annually lost to eùl- tivation, some of it heing used as sites

ates your profound knowledge of Chi rese affairs.
As to your fears of a new peril aris ing in the East, of Chinese hatred of foreigners, you will permit me to assure you that no new peril is likely to arise if equitable relations with China are established. The presumption of our hatred for foreigners is groundless, by reason of the fact that we receive and treat in 6 very friendly spirit the nationals whose Governments have abolished all unequal Treaties and replaced these by new ones based on justice, equity, and mutual respect..
As a civilised nation, we demand the cancellation of unequal Treaties, the rendition of the concessions, and the abolition of other unjust agreements wrung from the effete Manchu Dynasty which ruled over this country until it was overthrown in 1911.
The Kuomintang party admits its leadership in the nationalist movement of China, and in the work of arousing the people's nationalist sectiments.
"What we Chinese now expect and will be satisfied with is, as you have said, justice from the Christian nations, and we heartily echo with you the advice you give to the Imperialist Powers to Be just and fear not," for only righteousness exalteth a nation.
In conclusion, permit me, Sir, to ex- press my teartiest thanks to you for your courageous statement, which the people of China consider as a censure of the gunboat and machine-gun policy of your Tory Government.

BANK OF FRANCE. NO FOREIGN CONTROL.
JAPAN NO RICE' 'COUNTRY. Japan has been known as Midia-ho-nu-| A (Land of Miraculous Ears of Cora), and people are apt to he misled by the name into the belief that Japan is a country where there ought to be no deficiency in rice when due efort is made to increase the crop. Nothing is more dangerous than such false security to those who want to find a proper solution to the food problema of the nation. fact is that since the year 1807 the coun try has constantly suffered from a short- age of rice, the annual shortage ranging between one million and ten million koks. In point of quantity, too, Japan (including Kores and Formosa) progluces only 79.900.000 keku, that is, no more than 1 per cent. of the total output of rice in the world, 663,800,000 koku, of

Such measures may perhaps meet with some opposition from the brewers concerned, but surely the science of brewing in so far advanced that the substitution can make no great difference to the quality of the product. In fact, it is not improbable that some of them are already secretly using foreign rice in their brewing operations.
