WORLD TELEGRAPHIC RATES. PROPOSALS OF THE TARIFF COMMISSION.
The special" tariff commission of the International Telegraph Conference as its final meeting in Paris last month, is understood to have decided to inake the following recommendations to the conference :----
In the case of European traffic, t maximum terminal tharges will be raised from nine centimes to 12 centimes (gold). With regard to transit charges, the maximum will remain fixed at seven contimes (gold)" for Great Britain, France, Germany, Spain, and Italy. In the case of smaller countries, the per mitted. maximum will be raised from three and a half to seven centimes.
If these recommendations are carried out, it will mean that France, Germany, and Italy will raise their tariffs, because at the moment the service in those conn- tries is being carried on at a loss. But it is almost certain that the cost of telegrams: booked in Great Britain will remain unaltered.
The recommendations in respect of extra-European traffic Ira that all countries outside Europe shall be at liberty to fix their own maximum rates. On the other hand, telegramas handed in in Europe for countries outside will be subject to an increase of five centimes in the maximum rates.

The present maximam of 15 letters for a single word in messages in
clear" will be maintained, as also the right of cach country to select which of the eight principal languages of Europe it wishes to be officially accepted as With regard to messages in cipher, the present maxima are ten letters for a pro- nounceable word and five letters for all other words written in letters or figures. The proposal is that the new universal maxim shall be five letters, but it has not yet been decided whether the charges shall be altered. Lastly, a very import ant innovation is proposed in what is known as "group language. If ap- proved, this will mean that a number of separate words may be run together and sent as one word-for example, "Iwillgo." instead of "I will go." This, it must be pointed out, would largely enable codes to be dispensed with
The conference, the first for 14 years, is pronminced by those who have taken part in it to be a great success, and its work will be continued at the Wireless Con- ference, which is to meet in Washington next year.
