But in the light of the previous infor- mation which has been published regarding the situation there is certainly ground for the belief that General Chan Kwing Ming's forces are making headway and it would scarcely be too much to say that the evacuation of Swatow by the small body of Red troops stationed there is the first step towards the overthrow of Bolshevik authority in South

China.

In the case of foreign shipowners, merchants and traders desiring to engage employees it is decided that if applica tion is not made through the medium of the Strike Committee, or if the terms and conditions between employer and em- ployee are not, arranged by the Strike Committee, or if the engagement of em- ployees is done privately, the said for eigners shall be treated as breakers of the strike.

2. Strikers formerly employed by for eign shipowners, merchants and trailers who re-enter the service of their former employers, without the consent of the Strike Committee, shall be treated as breakers of the strike,
