The delegation appointed by the General Council of the Trades Union Congress to visit Russia returned to Loudon, recently. During the six weeks tour the delegation travelled over 4.000 miles, visiting some of the most important industrin centres in Russia; for the purpose of investigating the in- dustrial, social, and economic conditions prevailing under Soviet rule. A full re- port of the delegation's activities will a few weeks, which, it is appear in hoped, will effectively remove many mis- understandings with regard to Russian Affairs, mainly due to the misrepresenta- tion of the political platform and Press. The investigations have covered several industries, including transport, mining, hoot factories, printing, engineering and electrical undertakings, railway shops. oil fields, water power, electrical schemes, ware houses, distributive establishments, and the several economic departments r sponsible for the administrative control of industries,

Social institutions, such as hospitals. reat houses, workmen's clubs, holiday homes, and children's homes, have also been visited in connection with the in vestigations into the working of State insurance schemes for dealing with un employment and the health of the work- and their dependants. Facilities have been given far froe entry into all Government institutions, and interviews readily arranged. Documents; charts, and reports have been supplied, and ex- pert translators are now at work pre- paring detailed material for the dele- gation's report. Pending the publication of the full report, the delegation have to place, on record the following sum- mary of their general conclusions:-

A-A great effort is being made to eliminate literary, and many kinds of educational activity are being promoted, and are being generously subsidised and urged forward by the Union of Socialist Republics and trade union organisations. 6.-Workmen's clubs, holiday homes, and rest houses are also being used for the education of the illiterates, including children and adaits, and the proportion of the working class population without education is being reduced very rapidly.
7.-The administrative departments of the Scviet State are well organised and. efficiently controlled, especially those to which the members of the delegation, de. voted special attention, namely, those dealing with State insurance for health. unemployment, and the medical care of the workers and their dependents.
"RELIGIOUS FREEDOM.' 8.Religious institutions have com. plete freedom to exercise their religious beliefs, and members of the delegation visited churches and mosques during the services, but the church has been dises- tablished, and is now entirely maintain. ed by voluntary contributions, and no religious instruction is given in schools or other educational institutions.
9. Every effort is being made to im prove the moral life of Russia, and pro- stitution, gambling, and other viem are being rapidly eliminated by educational effort and drastic State regulations.
10.By the creation of workers' clubs, rest houses, sport and physical centres trade union organisations are securing for their members trade union benefite and an addition to real wages, which is much appreciated.
