SCOTTISH LETTER. THE RUSHED GENERAL ELECTION.

LIBERAL-CONSERVATIVE" POSITION.

THE PROBLEM OF COOPERATION, "

[FROM OUR OWN CORRESPONDENT.]

EDINBURGH. October 13th.

In Scotland the Conservative and "Socialist parties were prepared for

General Election, the Socialist arrange ments being particularly well advanced. Indeed their organisation may be said to be always on a war footing. The Liberals, on the other hand, were com pletely taken by surpzin When the crash came they had very few candidates in the feld, no organisation worth men- tioning, and in the great majority of constituencies the two other parties were fully a week ahead of them. In Glasgow, for instance, the Dissolution found the Liberals with only one candidate in the 15 divisions; and outside that city with only candidates for 3 constituencies in the West of Scotland'

This week the Royal Musselburgh Golf Club are celebrating the 150th anniver- sary of what is accepted as the institu- tion of the club. The club is rich in historical associations and personalities. and few clubs have the privilege of play- ing for trophies of such venerable age. The Old Silver Cup, one of the oldest trophies in existener, dates back right to the beginning of the club. For a ful century the club's headquarters was one or other of the little taverns in the town. loir's Tavern, one of their rendervous, was conducted by the father of Delta." The Musselburgh Links, which have contributed so much to the history of the game, have fallen on somewhat lean days, but the old clab is vigorous, and the captaincy of Mr. J. B.. Matheson may see them. established on a new course of the full 18 holes a mile or two east of Musselburgh. THE WORLD TEA-PARTY,

One thing is already obvious at this early stage of the couffies it is that the vast majority of the Liberal-Conserv- ative voters demand that up seats-hall be given to the Socialists through divi sions in the Moderate ranks. It is pleas ing to be able to record that in Scotland, especially in the debatable land of the Forth and Clyde industrial area. The Scottish leaders of the Moderates, I am aseured on the best authority, do not believe that any " pact" would work oat effectively, as the time available be fore Nomination Day is too shart. several constituencies, however, arrange ments have been made to prevent & triangle complication-and a defeat. In deed in this policy Scotland has given a lead to England.

It has just been definitely announced that access has attended the efforts made to relieve constituencies in Glasgow and the West of Scotland of the possible acri- mony and certain waste associated with triangular contests. Throughout the West of Scotland an intelligent reali. sation' of what the election really means 44 a test of the principles and ideals shared by all Moderate politicians.. has supplanted the rather primitive feelings that a sturdy purtisanship engenders. The results of the agreement reached show that in Paisley Mr. Asquith, through the the withdrawal of Colonel M'Innes Shaw, will be allowed a straight fight with the Socialist candidate, the, retiring Conser- vative-whose assiduous work in Paisley merits grateful recognition-being assured of no Liberal intervention in his attack spon West Renfrew. This arrangement is the most important yet made. Indeed it was the key to the position" through out Scotland. If Mr. Asquith had been subjected to the danger of a split vote. co-operation would have been abandon ed in the majority of constituencies, with dire results. As it is Mr. Asquith will have a stiff fight, for. his return at last General Election was only brought about by a division in the Socialist ranks.

Not content with defending its 33 seats in Scotland, the Socialist Party threatens to extend the battlefront into certain rural areas which have so far not been introduced to Sceialist Parliamentary politics, Dumfriesshire is a notable ex ample.
