To us in Great Britain, fully conscious as we are of the burden of taxation which we have to bear, information as to the burdens borne by members of other nations will always prove of interest, and may produce for some of us a compensat- ing feeling of self-righteousness. The National Industrial Conference Board of New York has just produced an annual study of the tax burden of the United States, some of the main features of which are summarised in the latest issue to hand of " Bradstreet's." Total tax- tion, including taxation by the Federal, State, and local governments of the coun- try, is put at $7,718,000,000 in 1929, sa in- crease of $55,000,000, or 10.8 per cent, as compared with 1992, and of $3,500,000,000 as compared with 1913. Before the war the amount of taxes raised by State and local governments constituted, about 70 per cent of the total tax bill. During the war this ratio declined, but in 1921 it had rises to 50 per cent, în 18923 it reached 57 per cent, and in 1923 58 per cent.

The report examines the relation of taxes to income, and shows that in 1890 all taxes represented 7.9 per cent of the cational income. In 1903 the percentage had fallen 'to 8.7 per cent, and in 1913 to 6.4 per cent. As a result of the war the situation ebanged, the tax burden grow- ing relatively much more rapidly than national income. In, 1919 the ratio of taxes to income was 121 per cent, and in 1991 it increased to 15.7 per cent. In And it fell to 12.1 per cent, and la 183 to 1.6 per cent. In evidence re- cently given before the Committee on National Debt and Taxation the ratio of State taxation to national income in Great Britain, exeluding local taxation, was estimated at 22.9 per cent. in 1029 and 18.8 per cent in 1023. The ratio in France for 1023 has been estimated at 18 per cent.
