Dr. Alfred Rée, president of the Man- chester Chamber of Commerce, who led the deputation, justified the presence of se highly representative a gathering by the belief, which all held, that the pro- posed Franco-German Treaty was matter of the utmost gravity which ser iously affected the cotton export trade. He went on to admit that prior to the war Alsace supplied the German market, bus in the French market her goods paid duty as ours did. But now that abe is part of France," he added, she has the open door to the French market, and what is even more important, she has the vast Seld of the French Colonies-in Africa and the East at her feet. That is the difference between pre-war and post- war conditions. Give Alsace free entry into the German market. Give her the French market, in which she enjoys pro- tection, and give her the important markets of the French Colonies on the same favoured terms, and you are giving Lancashire a blow which she will feel most acutely, and the penalty on which will be unemployed and losses of a gravity I need not exaggerate.
Dr. Hée proceeded to any that the visions of the Treaty of Vermiles which allowed goods from Alsace-Lorraine to enter Germany free of duty had resulted in Alsace securing three-quarters of the imports of Enished goods into Germany' in 1929, and one-third of the imports of grey goods, as compared with Great: Britain's share of one eighth finished and one-third grey goods. We come to you to-day, sir," said Dr. Rée, in conclusion, to urge you to see to it that whatever France gets Britain shall also, ga-We have told you frankly, the post on as we see it, and we earnestly hope that you will adopt a policy, as a Govern- meat, adequate to meet the situation."

Mr. William Howarth spoke next on behalf of the Federation of Master Cotton Spinners, which, he said, em braced 650 concerns, owning 56,000,000 spindles and employing upwards of 200,000 work-people. Mr. Howarth quot ed statistics to show that in 1923.our. ex- ports of yarn to Germany were less than half the pre-war total, whilst our exports of yarn to France in the same year were fractionsily less than before the war. He showed how the import duties of France would make it next to impossible" for us to use the Alsace Lorraine market to export yarns to Germany. Concluding his remarks, Mr. Howarth said, "I can- not over-emphasise the fact that if France succeeds in obtaining a continuance of the referential treatment by which she has temporarily profited at the expense of Great Britain and other countries, the future trading operations of English spinners in the German market will be gravely and permanently prejudiced "
Lieut. Col. N. Seddon Brown, speaking for the Cotton Spinners' and Manufac turers Association, which represented 810.000 looms, employing 270,000 work- people, also supported the case. He said 15 per cent. of the operatives on the weav ing side were unemployed.
"The Lar- Seddon Brown proceeded: cashire manufacturers feel very strongly that in this important market they must be placed upon equal terms with their competitors. They protest. most empha tically against any suggestion to extend permanently or semi-permanently the period during which cloth from, Alsace- Lorraine enters Germany free duty.. The manufacturers foresee that continuance of these privileges enjoyed by France would gravely enhance the unemployment difficulties amongst workpeople, in the manufacturing section of the cotton industry in this country. There can be no doubt whatever that under the shelter and encouragement of there arrangements, the combined French and Alsatian cotton, industry would be able to encroach very gravely indeed on our sales in the German market, not only in finished goods, but in grey cloth, which forms the backbone of our trade.

The Prime Minister, in thanking the deputation for the explanations which they had furnished, and in assuring them of the active support of the Gov crament, explained the position na it stood at the moment, and promised that the Lancashire industry would be kept | informed and consulted.

The Knight motor la steam principle. The valves me two cylindrical sleeves with rectangular slots or porta which when they register with each other and the ports in the block allow the ingress and egress of the gases without pbstraction. These wide open passages, particularly on the exhaust side, permit a more thorough cleaning of the barnt gases from the combustion chamber than any other type of motor, so that very ounce of energy available is utilized from the explosive mixture, which gives as such tremendous power
