The issue of bills of lading before cargoes are loaded will be continued, so far as the Japanese shipping" companies are concerned, reports the langue. The question has been carefully studied on their part, and the decision has been arrived at, under which they propose to furnish the documents where the "follow- ing conditious are observed

Hold-space should be reserved for the cargoes, on which the bill of lading is des sired prior to loading,

The Se Association of America î's re- ported to have addressed, a circular on this subject in the parties concerned, ex- pressing its wish that the prior issle of the documents might be continued. Tha decision on the part of the Japanesni forwarders covers not only raw silk, is all other cargoes as well.
If the Chug report is correct, it menns that the Japanese banks are pre- pared to take risks, for the sake of get- ting the business, which the foreign banks would not take. NEW AMERICAN STEAMER LINE.
FOR TRADE IN ORIENT
According to a message published in Japan. the president of the Inter-Ocean Steamship Company has announced the completion of arrangements for the com- pany and the Barber Steamship Company to amalgamate into a fresh concern under the style of Atlantic Gulf-Orient Steam- ship Company. The new concern will devote itself to Oriental trade. A fleet of 92 vessels owned by the United States Shipping. Board will be operated by the company travelling to China, Japan, the Philippines and the Dutch Indies.
This report, the Japan Chénaície says, is coticerned by the Kobe ngent of. the Admiral Line. The amalgamation is part of the consolidation scheme of the United States Shipping Board, which hopes to reduce expenditure by having iti fleets worked by fewer ngents.
Tor Barber Line some time ago sold to Danish and Italian interests its older ships, the Stanley, Dachra and Satrama and has now an entirely modern fleet, including the only electric-driven cargo ships trad ing to the Orient.

Mention has already been made of the unpleasantness which occurred between the Osaka Shosen Kaisha and the Tora Kisen Kaisha in consequence of the ua- expected call of the T.KK.steamer Korra Maru at Los Angeles to carry home the Japanese passengers who were to em- bark upon the 0.8.K. steamer Seattle Maru. To protest filed with the Toyo Kisen Kaishi by the Osaka Shosen Kaisha, says the Araki, the former re plied that there was nothing improper in its procedure, and that it had decided to justruct its steamers to put in at Los Angeles to take on board freight and passengers. This reply caused even greater resentment to the Osaka Shosen Kaisha, which, the Asahi says, has decided to re- duce by 50 per cent, the fare for the first and third-class passengers embarke ing at Los Angeles by way of competing with the T.K.K-boats. This big reduc tion makes it possible for those passen. gors who might otherwise take T.K.K. steamers at San Francisco to go to Los Angelce to embark on 0.5.K. steamers.
