Referring to the present condition of shipping and shipbuilding. Sir Alex Lander Kennedy said that shipping during the past few years had been confronted with diffienities not hitherto experiviced: Buring the past year of the shipbuilders business difficulties had been seriously added to by industrial strife. Industrial Court during the past ten days would nurk a period to troubles, and that it would be possible. for them to settle down now to peace and coleurd. SHIPPING CONVENTION. CONDITIONS AND LABOUR OF SEAMEN.

In the early hours of June 17th the House of Commons gave a second reading to the Merchant Shipping (International Labour Conventions) Bill, which is fram- ed to ratify certain conventions regarding the conditions and labour of seamen. It was proposed under the bill, explained M. A. Alexander. the Parliamentary Secretary of the Board of Trade, that if a ship were wrecked the crow should be entitled to two months wages unless within that period they got other employ- ment It was also proposed that lads under the of is should not be employed as firemen or trimmers, nor, indeed, em- ployed in ships at all unless a medical examination showed that they were phy nically fit.-

Past experience, declared Litu-t'ol. Lambert Ward, had shown that Home uations refused to ratify these inter- sational labour conventions, ind that while drtain other nations ratified them. they took no steps to see that they were carried out, thus imposing a very heavy burden on the countries who carried out the undertaking. How many coun- tries, he asked, were prepared to carry out the obligation entered into under this convention?" Mr. G. Balfour "put forward the suggestion that we should hesitate to ratify unless other countring! were prepared to do so too.

Both Mr. Sidney Webb, the President of the Board of Trade, and Mr. Toma Shaw, the Minister of Labour, were fuil of wrath and righteous indignation. The former repudiated the suggestion that any country would ratify a couvention and not try to carry it out. Moreover, we could not, he said, claim to be abend in the matter of factory legislation. Mr. Shaw was senenial. Wait till other countries ratify!" he said."in tones of contempt. Why that is what is being said by every hody of employers in every country in Europe. It is the "same game that is played. the same story that is told. It was up to us, he insisted, to take the lead in these matters.
