At first sight there is little, perhaps, to suggest to the stranger the very great part that bas bee played in the recent history and the present auxieties of China by this small, quiet person in civilian dress. But this impression soon gives place to the con- viction that whatever the person, the personality is neither small nor quiet. The graceful modelling of the Marshal's rather small features and his silken voice scantily mask a distinction and deter-- mination which have transformed a mere leader of Hung Hu Tze irregulars into the most feared personality in China, Twice already has Chang Tso Lin launch- ed an earthquake from Manchuria, and he does not conceal his intention of chal- lenging the present régime also, in his own time and way. Allowing for ex aggeration, he has under hand 130,000- trained men; his new arsenal at Mukden is already at work and rapidly approach ing completion: his cofiers-alone in China-are full; and though his relations are not to-day as elose with Japan as they were two years ago, none knows better than he that the Island Kingdom canant

Without a gesture of any kind, with- out even emphasis in his voide, he ex

lained the independent position which he maintained against Peking, even in matters affecting foreign relations, such as recognition of the Soviet Government, which is now one of the urgent questions of the hour; and he expressed some in- terest to know the probable action of the new British Cabinet. In this confection an almost total want of understanding prevails in Eastern Asia; that a Labour and Socialist Government can control the policy of the British Empire remains a source of mystifiention to all but a few. Among certain hostile sheets, however, somewhat envious recognition is made of the greatness which can thus compel all parties, without exception and appar- ently without friction, into the Imperial service.

'FORCE THE REMEDY."

It is not to be wondered at that Chang TRO Lin, whose future must either mould. or be crushed by the future of Chica herself, should "think that he has cause to reproach Britain with partiality for his enemy Wu Pei Fu. But he is proh ably congratulating himself pron the Trendiness with which de facto 'Govern- meats are now recognised by the Great Powers, and upon; the corresponding dis advantages to his enemies should he him self succeed in winning to the recess, be-. hind the Dragon Throne. That he will be successful in the next trial of strength is too much as yet to say, Wu Pet Fu is a strong and able soldier and cannot he rariaed: his preparations are going on night and day at Loyang, and until the day of his defeat his official position will unquestionably, secure for him certain tangible financial and other advantages from the Great Powers. But at least it may be said that the next struggle will be on a scale out of all proportion to the skirmishings of May. 1929. The un- qualified autocrat of Mukden has created around himself a halo of admiration, largely mingled with terror, which in perhaps the best possible atmosphere in which to work out his proposals for the redemption of China What those pro- posals are his Excellency did not explain, but it is not pretended that Chang Teo: Lin has any real confidence in the power of the mob of China to achieve its own salvation. For many reasonk, which are beyond the scope of the present.message, it is impossible to generalise upon the purposes which Chang Teo Lin harbours. But it may be said that he is commonly reported to trust to nothing except force ---and his own force-for the work that lies before the regenerator of China. That anything permanent can be achieved without the presence, and probably with out the use, of force is extremely doubt- ful. The opinion of unofficial foreign critics has somewhat veered in the course of the last two years. Then Wu Pei Fu. was unquestionably regarded as the best hope of unity. But the accession to power of a series of important Govern- ments, all of which have been more cr Jess associated with the name of Wu Pei Fu, a ench more futile than the last, has aurage these observers.
