Ia tween imports and consumption. 1919-20 there was reckless over-produc tion. Credit was stopped, and during the greater part of 1820-21 stock which had accumulated was being worked off. The consumption. in that year 182 was probably at least 200,000 tons though the imports were only 170,000. tons, the balance being made up from stocks on hand when the year began. By the end of 1991 most of the overstock had been cleared, so we and that America took 900.000 tons of rubber in 1922, an increase of 117,000 tons over the previous year. Notwithstanding this huge increase of demand there was no improvement in the price. In the three months ending September that is one month only before restriction came into force, the level of prices was lower than it had been even in 1991. The rate in Siugapore averaged 95 cents per lb, yet in more quantity America was making gigantic purchases. In the first three months after restric tion, the average price was 513 cents- an increase of 100 per cent, yet America was still buying just about as much as she did before. and meantime Mr. Fire- stone was fanning our market by cries of scarcity. How any man of average capa- eity with the facts before him can say
