General Chen hinted at strong pro Japanese forces at work here. He even went so far as to intimate that the Administration had seerely favoured Japanese interests to the exclusion of those of other natics. He accused the Japanese of desiring to bring discredit on the Kiaochao Administration for the purpose of arousing a popular demand for a change to international control, in which the Japanese would seek to gain the dominating, power.

The Adviser was of the opinion that a parate province will be created from the Kinochno Territory, including Tsing- tao and the adjacent district. "In this event it would be entirely separated from Shantung and the Tsinan group of poli- ticians, whose influence, General Chen believed, was an evil one.

Much has been written lately about the cheap cost of labour on the Continent in comparison with Great Britain and the consequent lose of work to the homeland, especially in large competitive repair job, but the following incident showing the alacrity and chenpress with which such work can be exented in Shanghai in comparison with other ports in the. Orient is, the F., Daily News thinks, The 5.5, Gleniffer, worthy of record. after having been on fire during her last voyage home, arrived hack in Shanghai during the middle of January, part of the fire damage repairs having been executed in Antwerp, and it was the intention of the owners to have the completion of the repaira carried out either in Shanghai or Japan.

Estimates for the work were submitted here, amounting to £2,700 and the vessel then proceeded to her final port of dis-i charge in Japan where competive tenders, the lowest of which amounted to £10,000, were also received. The difference was so normous that the owners immediately ordered the vessel back to Shanghai where the work was entrusted to the Shanghai Dock and Engineering Co., Ltd. The repairs were carried out with all speed, work proceeding night and day, and the vessel left-last week immediately after completion for the Pacific Coast to lond for home.
