Dealing with the present state of the law, the Committee say No principle in dealing with betting can be deduced. At no time and in no place has betting been prohibited. The law is confused and inconsistent, for the rich man can bet to any extant without penalty, while the poor man is liable for criminal penalties as is the bookmaker with whom he bats. There is evidence that this in- equality of the law produces strong re- sentment among large numbers of the population, more particularly in districts

Cape Town. A measure entitled the Asiatic (Cape Malay) Amendment Bill will be introduced by, the Government during the forthcoming session of Parlia- ment, the object of the Bill being to exempta Cape Malay from any legis lation dealing with or relating to Asiatics.
