TOUTING FOR HONOURS.

BILL IN THE LORDS.

Practically without discussion the House of Lords on June 5th gave a second read- ing to a bill which makes touting for honours an offence punishable by fine or imprisonment or both.

In the absence of the Lord Chancellor, owing to illness, the bill was explained. by Viscount Peel, who stated that it car- ried out recommendations made by the Royal Commission on Honours. There was no doubt. he said, that there had been an underworld of brokerage" in dignities and titles. Touts professed to be in a position to secure an honour in return for payment. The bill was direet- ed against such persons, but it made equally liable to punishment anyone pay- ing money for dignity or title. While recognising that such practices required to be punished, Lord Prel admitted that the one thing that would stop auch n disreputable and discreditable trade"

The only other "speaker was Viscount Haldane who saw no possible objection to the bill. He knew himself, he said, of persons who had been offered honours for consideration, and it was but right that touts should be punished when they were caught. But of the efficacy of the men. sare he had doubts, He did not believe it would be any more successful in put- ting an end to touting for honours than the Prevention of Corruption Act was in stopping corruption. Like Lord Peel, he emphasised the necessity for a high stan dard of public opinion.

The Financial Committte of the League of Nations asked the experts, to report on the economic consequences of double taxation, sa to whether general principles could be formulated to remove its evil consequences, and as to a remedy.
