DR RATHENAU'S VIEWS.
Dr. Rathaus in his interviews with Sir Robers Horne repudiated the accusa tion often levelled against the German Government of. having contributed to the catastrophic fall of the mark by adminis trative waste and what is oven worse by premeditated activities. Herr Rathenau's arguments woro the following:

1.-The accusation of wasteful adminis tration is based on a misconception. It is true that as against 201,000 civil ser vants in 1911, there were 703,000 ́ša” 1920. But this enormous difference of 301,000 is easily explained by the fact that the Reich bas taken over the staffs of autonomous administrations. For example we find that the Bavarian and the Wurttemberg post offices account for 28,000, the State Railways for 371,000 and the Customs department for 55,000 servants. The real increase in the number of the personnel is, therefore, only 16,000. Nearly the whole of this in- orease is accounted for by the introduc tion of the eight-bours' day in the post vilice. The salaries too although natural'y raised all round have remained far be hind the terrible rise in the price of living

Dr. Rathenau con tends that reduced to gold marks the re- lative cost of the administration is lower than before the war.

The tremendous rise of industrial stock, and shares on the Exchange is but the natural consequence of the fall of the mark. The high dividends paid out by sonie concerna represent poly an imagini- nary proft. This profit considered in the light of the present saperinflated prices. meas only a return of 1 to 2 per cent. on the capital value. Dispassionate obser- vers are agreed in considering this phase of inflation as a passing one and a sign of an impending catastrophe. What happens is that Germany is being sold out. Articles of daily use are being sold by Germany to foreigners' with" "good. valuta at a price ten times lower than those prevailing in their own country. Under these conditions the point must soon be reached when important branches of German industry will not be be able to obtain abroad suficient quantities of; the necessary raw materials. The present favourable situation is only a sham and Germany foresees unemployment on aly scale at least equal to that from which other nations are suffering.

8. It is very difficult, says Dr. Rathe nau, for Germany to make definite con structive proposals. Everything, she has proposed until now has been turned down in the most decided fashion. It is dif. ficult to see how the situation can be bettered without the help of Great Britain and especially of the United States. A reciprocal annulment of debts is probably the best menas to bring relief if it is coupled with a moratorium extending over a number of years.
It must be remembered that the above is the German point of view. But as far an it goes it seerns a fairly complete statement of one side of the dispute.
