IMPARTIAL TREATMENT,

1 need hardly explain that official information is available to the Time through the ordinary agencies. The fullest courtesy has at all times been extended to,ita representatives.

The fact that it has pursued a course. of virulent opposition, and notably to the head of the Government, has not in the least influenced the Governmcat" de- partments in the civilities extended to ita representatives, and personally bave never made a single effort to induce. the withdrawal of a single civility from the Time, or its associated newspapers.. On Wednesday, the 13th inst, how ever, the Times publised a personal attack of a peculiarly offensive and mie- chievous character upon the Secretary of State for Foreign Affairs, with special reference to momentous and delicate negotiations on which he was engaged in parisuance of a policy representing not only the Government of the United King- dom, but the Prime Ministers of the Dominions and the representatives of India.

Such an attack at such a' time seamed to us to fall below all the normal stand- ards of English journalism. (Hear, bear.) I pass over the question of taste; but, it was difficult to pass over an attempt to create a personal prejudice in foreign countries against British public ser vant of high repute at a time when he was charged with the most responsible and anxious negotiations on behalf of the whole Empire.

It is not too much to say that no re- putable British journal of any party would have published such an attack. Fortunately it is without precedent..

In spite of its record in recent years the Times is still supposed in many circles abroad to represent both educated and official opinion in this country. Here we know it has long ceased to hold that

Their representa tives are treated with great courtesy but this was so gross an attack, so far be yond the limits of ordinary fair criti- cism and against the Secretary of State for Foreign Affairs when he was conduct- ing the most delicate negotiations, that an attack of that 'kind might really im- peril the negotiations."

In reply to a supplementary question by Commander Kenworthy the Prime Minister said: I stated specially that although I have been attacked in the Time in a way which is thoroughly well known I have never interfered in the slightest degree with any facility extend- ed to them, and I think the bon, gentle man might have acknowledged that" fact. But I do regard an attack upon the Secretary for Foreign Affairs at a junc- ture of this kind, and an attack of that character, as being in a totally different, category.

Captain Wedgwood Benn: Is it not a fact that the facilities referred to are given by public servants at the public, experse, and why, therefore, should the Prime Minister differentiate between the papers he likes and the papers he does not like?

Mr. Lloyd George: That is a very im proper and unfair observation. There Are journals that constantly attack the Government, and I am not supposed to like those. But I invite the hon. gentle man to point to a single journal attack- ing the Government from which we have withdrawn any facility although their attacks have been incessant. They are, attacks upon policy and occasionally apon the Prime Minister, but a Prime
