In the House of "Commany, on July 18th, a second reading was given, with pata division, to the Criminal Law Amendment Bill, à measure which was initiated in the House of Lords by the Bishop of London, and which passed through all its stages there.

The Bill provides that reasonable cause to believe a girl was above le shall be no defence to a charge under sections and 0 of the Criminal Law Amendment Act of 1885. It further ex- tends to 12 months the time limit within which proceedings may be brought, Severo penalties are imposed against the keeping of disorderly houses, and section 3 of the Punishment of Incest, Act, 1908. which requires that all proceedings under the Act-shall be taken in camejo, ia repeated."

The second reading" was moved by Major Farquharson. His support was the result of his experienos" as a medial practitioner and was based on biological; grounds. He said that in the whole { range of nature there was, in the human family, a long period of dependence of the child upon parental care, and there was no period during the term of child- bood where protection was so urgently necessary as between the ages of 13 and 10 He argued that not only would the Bill do much to prevent prostitution, but it would constitute a public health measure which would cost the rate- payers nothing. The responsibilities of the race were never greater than they were at present, he declared, and the domestic and international future de- pended primarily on the health of the people. In her activities in many felds England had forgotten one vital thing, and that was the welfare of her own stock at home, and he affirmed his con- fidence that the Bill would afford pro- tection to the race.

The Bill found support in many quar ters of the House, the principal opposi tion coming from Major Lowther, who moved its rejection on the grounds that its principle was wrong and its provi gians contrary to British law and justice, in that it took away from an accused person a ground of defence. The exten sion of the time in which proceedings might be taken made blackmail, easy. He denied that the Bill was the outcome of the demands of the women of the country. Mothers had sons as well as daughters, and when it was realized that the Bill exposed those sons to dangers the mothers would be the års to Top- pose it.

Mr. Bottomley said it was a Bishop's Bill, and no Bishop's Bill ever did. any good. The only thing that appealed to him was the attempt to maintain the purity of our, women,

The Home Secretary, who gave the Bill his blessing, said that every provi. sion had been threshed out by a Joint Committee. He admitted that ther could not make people moral by Act of Parliament, neither could they make peopic bonest by Act of Parliament. But that was not a reason for repealing the Larceny Laws. The object of the Bill, he explained, w §, to protect, not, those good children who had parents to look after them, but those who were absolute- ly neglected. If there were no bad girls who matured before their time and went on the streets at 15 there would be no need for Tegislation of that kind.

The library seemed a place of dead thoughts, haunted by the spirits of those, long since gone, who had once handled.. and read the vellain-covered volumes.
