LORD ROBERT CECIL'S WARNING. "Learning has no territorial bounda- ries," said Lord Robert Cecil in opening Universities and the discussion an Research at the Congress of the Uni- versities of the Empire, Oxford, July 8th. With characteristic idealism Lord Robrt Cecil pleaded for research as a means of promoting the brotherhood of humanity. It was an essential part. of a university not merely to teach students, but to increase the knowledge of mankind, he said, or otherwise a university simply became a superior kind of school.

At the present time in the rush of students there might be difficulties in Binding time for research, but he earnest ly hoped that British universities would never abandon that aspect of their activities. The modern universities were necessarily in closer touch than the older ones with the commerce and industry of the country, and to his mind the prosecution of research was absolutely vital for the life of the industries of the country. It used to be a reproach to Great Britain-be believed it was now passing away that the industrial world underrated the value of scientific research. The universities were now called upon to supply an essential need which was being felt mors and more in those de- partments of our life. The reconstruc- tion made necessary by the war could. be accomplished only by fresh conquests from Nature: We had lost much; our needs were greater than ever, and it we were to repair onr losses there must be

Esperanto bad failed, and the com, positor had not become so great an international success as might have been hoped; but there was much more chance. of success in regard to the more modern efforts and the more modern machinery connected with the printing press. It must have been years before some of Shakespeare's thoughts reached distant lands, but to-day the written and print ed ideas of men who could not hold a candle to Shakespeare were dispersed i with amazing rapidity.
