LORD ROBERT CECIL'S WARNING. "Learning has no territorial bounda- ries," said Lord Robert Cecil in opening Universities and the discussion an Research at the Congress of the Uni- versities of the Empire, Oxford, July 8th. With characteristic idealism Lord Robrt Cecil pleaded for research as a means of promoting the brotherhood of humanity. The modern universities were necessarily in closer touch than the older ones with the commerce and industry of the country, and to his mind the prosecution of research was absolutely vital for the life of the industries of the country. The universities were now called upon to supply an essential need which was being felt mors and more in those de- partments of our life.
