The advent of the British forces waa looked upon as the dawn of liberty and progress. As the war went on the chances of war led the British forces ever, and ever ap country. With each consecutive advance it became more and more evident that we had embarked on what had become war of liberation, and that we could neither allow Mesopotamia to revert to the blighting influence of Turkish rule nor Barometer leave the country to the anarchy and chaos Temperature that must inevitably result from sudden Humidity evacuation. Whatever might have been the origin of the campaign, it became one of liberation, and even if it had been possible militarily to withdraw following. the armistice, and concentrate on the port of Basra, such a plan would have been contrary to the whole spirit and letter of our statements to the Arabs. It would. have meant abandoning either to Turkish invasion or revenge or to external chaos all the people with a national entity whose liberation we had effected and whose pledged to national. government we were progres correct and stabilise.

The policy of setting upon its feet the Mesopotamian Government would have been realised long before to-day if it had hot been for the inevitable, delay in com cluding the Treaty of Sheres and making the Turkish peace. Now, however, Bir Percy Cox was at work, and had set up. a provisional Arab Government

The Government's critics argued that the Army in Mesopotamia was larger and more costly than was necessary for the purpose of holding down the country under, what was described as the Indian bureaucratic administration there are

"The Army is large," he innumerable added, "but instances to show why it is large. It is not because it is holding down the population every officer who returns tells me that the present administration is not only popular, but trusted by the Arabs (Cheers.) INCREASED REVENUE

No new taxes had been imposed. Certain old taxes had been abolished. The revenue had been increased, as a consequence partly of the increased price of grain-now 300 per cent higher and largely by the fact that under the tops of the Army of Occupation the country under agriculture. had been increased by between 15 and 20 per cont

The uprisings of last summer were to be accounted for partly by the uncertainty of the situation. All the evidence showed, however, that the main causes of the inter- ruption of peace in Mesopotamia were not internal, but external. (Hear, hear.) The signing of the Treaty of Serres had not. produced peace and conteniment in what was the old Turkish Emipze. So long as they had Kemal in the field and the Rus sin emissaries fixing on any rausos of discontent and manufacturing them when no causes existed, there were two potent Factors disturbing the peace of the East and to those two they must attribute most largely the disturbances which occurred in Mesopotamia, and which were the cause now of yang expenditure in that country. But a new departure had been made. Bir Perry Cox had started a provisimal Arab Government, which would be followed by a permanent one. When that day dawned they would have fulfilled their tank. When the Arab Government is firmly established, concluded Mr. Montagu, " and prosperity reigns in Mesopotamis, the record of the civil administration of the Army of Occupation; and previous to the signing of the Turkish Treaty will remain, I venture to think, nae of which we shall have reason to be most proud, and for which we should be most grateful."
