A dispatch received by the Osaka Shosen Kaisha says that under the bill introduced in the Senate on December 23rd, no foreign ships will be permitted to sail American Talors except when they are certified by the U.S. Shipping Board to be equal to American vessels in regard to sanitation, equipment, crew's quarters, food, and wages, The dispatch adds that the object is appar emily το eliminate the inequality in expenses between American and foreign vessels, had that the law is to take effect 90 days after it is passed by Congress. Japanese and the American cost of food

and wages.

Generally speaking, wages of the crow on the large Japanese liners, are about 30 por cent. lower than those of American crews, and the cost of food is also, believed to be lower, by 20 or 30 per cent. In the care of ships other than those of the three big companies, the difference must be greator. this difference is 0

in the expenses of the Japanese companies, the Services, Morning (11 a.m.) and Evening which are already in a difficult position (6 p.m.): Owing to the prevailing depression of the shipping situation. Their difficulties will further increase, and they may be eventu ally compelled, some Japanese shipping mer believe, to withdraw altogether from the American field..

The opinion is also expressed in ship ping circles in Japan that though British wages are higher than Japaness, they are lower than American wages, and that British shipping companies will conte quently find themselves in a position similar. to that of Japanese concerns. Therefore, it is pointed out that the new.bill will claim as much world-wide attention as did The Merchant Marine Bill.:
