Lord Benushamp presided at the open- ing meeting of the newly formed League to Enforce Public Economy, held at the Essex Hall on June 18th,
Sir Donald Maclean said that notwith-"} standing very large decronses in the Army and Navy, there had been no real corre ponding decrease in the estimates for these services. The Minister for Munitions cently submitted estimates and introduced them as credit estimates, on the ground that the results of the proceeds of the sale of war material wore in excem of the cost of running the department. After, some discussion they succeeded in getting the estimates withdrawn, but only because the Minister himself confessed that, it was in the mind of the Government to wind up the Department in July, and yet they deliberately mught by get from the House of Commone the coat at a yeare's admin- istration on its present basis." A battalion in Meso potamia cost £68,000 a year more than in England-and-in-Palestine-$10,500-more than in this country.
INDIAN CIVIL SERVICE.
"REVISED PAY AND PERSONAL ALLOWANCES.
Many Hongkong Civil Servants will be interested in the following resolution published at Simla on July 24th:-1 in- troducing the revised rates of pay for the indian Civil Service it was provided ih paragraph 4 of the home department resolution No. 288, dated the 13th Febru ary, 1920, that personal allowances should if necessary be given to individeni officers, whose, pay under the revised rates would, in consequence of unusually rapid på mo- tion in the past, be less than the substan, tive pay they were drawing on the date of the introduction of the new rates
It has, however, been brought to notice that in certain individual cases, these orders have not sufficed to protect offers from an immediate reduction of - emolu- ment as no provision was made for thn retention of acting allowances, · In order to meet the latter class of case the Gov. ernment of India have decided that officers of the Civil Service should be granted. personal allowances where necomary, so `25 to bring their remuneration up to the total or pay plus the acting, allowance which they were drawing on ile date of the introduction of the now rates of pay. These personal allowances will be absorb- ed in subsequent increments of pay in ac cordance with the principle of article 61, C. 8. R. The case of an officer who was at the date of the introduction of the new rates officiating in a superior post "and who subsequently reverts to an inferior post or who was officiating in a post abaye or outside the time scale and subsequently reverts to a post in the time-scale, the personal allowance will finally cease to be drawn from the date of auch reversion. In all other cases the personal allowance will continge at the rate originally fired subject to reduction in accordance with the provisions of article 61, C. 8. R., irres pective of any grade reversion which the officer might trave. The Government of India are not aware that similar difficul- ties have arisen in regard to members of any of the other. Imperial Services whose pay has been revised as a result of the recommendations of the Public Services Commission, but they are pleased to direct that personal allowances shall, where necessary, be given to members of ob services on the principles laid down in |paragraph 2 of this resolution.
GLASS INDUSTRY IN INDIA.
A correspondent ends the Times of India some interesting details of the progress of the glass industry in India. Before the war, he says, India used to Import lamp- ware from Germany to the extent of 41, per cent. from Austria-Hungary to the extent of 28 per cent, from Belgium 11 per cent. whereas England, sent out only 7 per cent. la 1017-18 even that percentage dwindled to 6. while Japan's exports of glass rose to 20 per cent.
