As such, although the credits in themselves are comparatively small. it is a not unworthy fore-runner of the larger Ennocial arrangements which. it is hoped, will be reached at Brussels International solidarity having actually once been achieved on a small scale, the League of Nations will not be breaking entirely new ground, and in dealing with the larger issars presented "to them the re presentatives of its members will not frid ilmarlves wholly without a precedent.

METHODS OF ADMINISTRATION."

The countries to which the scheme is ta apply. comprise all the States of Central Emope except Germany, bot including the Baltic States, Inasmuch, however, as A tria is already bound, and Hungary, after the signature of peace on June 4th, will be equally bound by treaty, to pay repara tions to the Allied countries, the method of the redemption of the credits advanced to these two countries is technically some- what different to the procedure in the case of let us say, Poland or the Czecho-Slovaks, For the latter and similar countries the special form of bond already mentioned has been devise For Austria and Hun. gary the repayment of the credits will forms. the first charge upon reparation, and will be carried out by means of the bonds pro- rided for this purpose in-the-Treaty. It may here be mentioned that the section of the Repara tions Commission which is to see to the con- trol of the Austrian and Hungarian re parations is now formed, and in due to leave for Vienna carly next month. So far na this credit scheme is concerned this section of the Reparations Commission will, therefore, act as trustees for the inter- Allied lenders,

The actual working of the scheme which has been devised is ingenious. Its "prin ciple is elasticity, and so far na possible, satisfaction of the needs of ene country be the surplus of another. The "Clearing Hause, so to speak, will be the Interna- tional Committee for Relief Credits sitting in Paris. To this body will be presented, to take an imaginary instance, a demand from Lithuania for four. The United Stales, having a considerable surplus of a special kind of flour particularly suit able for export, has promised her credit in this form. The American flour' would therefore be earmarked for Lithuania, and it would be transported in, let us say, a British vessel, this freight being written off against the credit promised by England. The credits promised by the various lend ing States are of varying amounts, and the commodities of which they consist ate of all kinds. It is thus hoped that, each peccesitous State will be able to be provided with sufficient to give at least a start to the revival of its economic life. Inasmuch as they have to pay for what they get, it is making them in a way business partners in their own reconstruction, and the scheme is therefore not a "pauperising" one. · Olvi. ously, it cannot in itself suffice, but inas- much as practically all the principal States in the world are risking credits varying according to the amount of their resources, the plan would seem to provide internation
