DrWn Ting Lang's desertion from the Military Government, the Canton Times says, accounts for a dispute between the prominent leaders of the Military Govern- ment Complying with the request of Administrative Director Chen Chen-bayan, the Northern Government is going to issne an order to have the monthly Customs surplus paid over to the Canton Govern ment direct: In a communication address- ed to the Northern Government, the Bank ing Group sppears to have considered it advisable to defer payment of such sur plus because they thought that much pay- ments are liable to create more hostilition in the South. In view of this attitude of the foreign bankers, it is reported that the Government is instructing the Hongkong and Bhanghai Bank in Shanghai to transfer amounts to the South only after the approval of the North has been pre viously, obtained. In the meantime, the South is being informed cd this new arrangement by the North
