Meyer as sub-arbitrator, Plaintif ob jected to his appointment on the ground that Mr. Meyer was not a European, as in the arbitration clause of contract it was stated that any dispute was to be finally settled by two European arbitra. tors. Mr. Meyer, however, made awards in favour di the defendant. Plaintiff then brought the present suit. The court beld that Mr. Meyer was not a European, as he was a Turkish subject, born at Baghdad, and bis naturalisation in Bri tish India did not make him a European either by birth or descent. His Lordship declared the awards null and void.

In March an outbreak at Bendaí cost £300,000 in April. conflagration at Yokohama represented loss of £1,200,000; and a fire in Yonezawa in May. cost £200,000. An important fire at the Ayeno Park Exhibition, Tokyo, in August, caimed a loss of £200,000. In Manchuria are at the Changchunway goods shed in June cont £235,00 while Bve out- breaks during March and April at Darien Whart Compoundere responsible for Tosses of £43,000. Damage to rubber. works at Singapore in March cost £85,000, and in April a loss of £25,000 was in- curred on hemp in godowns at Manila A godown fire at Hankow in September caused a loss of £200,000.
India was comparatively free from very large fires during the year, with the ex- ception of one at rice mills and godowng at Kancungto, Burmah, in November, when damage estimated at £500,000 was caused
