News of the latest development of the Bolshevis programme in the East, says the Delhi correspondent of the Times, a been revealed by persons in the condone of Lenin and Tobiteberin (the Soviet Foreign Commissar),

Notwithstanding their recent military successes the Bolshevista realize that the disorganization of Russia renders is dan gerous to undertake an early offensive against any European Power. Consei quently they Bave decided on internal reconstruction and intense external pro paganda with, the object of infecting the armies, and peoples of other countries... In the Eat their attention is fixed on Persia, Afghanistan, India, and China. They have no present intention of sending troops, but hope to produce a state of shaos which will prepare the attack in 18 months or the ground for

the reconstruction of Russia ia completed. In regard to Afghanistan, they hope by gifts of aruls and ammunition, the loan of military instructora and a few trained gunners and aeroplanes to encourage the Ameer to attack India, while keeping themselves out of hostilities with the Bri tish Empire. They have no illusion as to the Ameer being victorious, but believa that he would be defeated and deposed, and that this would produce such anarchy in Afganistan that they would be able to set up an Afghan Soviet Republic, which would be used as a' jumping-off place for propaganda in Northern India.
