LENIN'S PLANS FOR INDIA PALACE HOTEL KOWLOON TO PROVOKE THE AMEER TO WAR / Corner of Haiphong & Hankow Roads
News of the latest development of the Bolshevis programme in the East, says the Delhi correspondent of the Times, a been revealed by persons in the condone of Lenin and Tobiteberin (the Soviet Foreign Commissar),
Notwithstanding their recent military successes the Bolshevista realize that the disorganization of Russia renders is dan gerous to undertake an early offensive against any European Power. Consei quently they Bave decided on internal reconstruction and intense external pro paganda with, the object of infecting the armies, and peoples of other countries... In the Eat their attention is fixed on Persia, Afghanistan, India, and China. They have no present intention of sending troops, but hope to produce a state of shaos which will prepare the attack in 18 months or the ground for
the reconstruction of Russia ia completed. In regard to Afghanistan, they hope by gifts of aruls and ammunition, the loan of military instructora and a few trained gunners and aeroplanes to encourage the Ameer to attack India, while keeping themselves out of hostilities with the Bri tish Empire. They have no illusion as to the Ameer being victorious, but believa that he would be defeated and deposed, and that this would produce such anarchy in Afganistan that they would be able to set up an Afghan Soviet Republic, which would be used as a' jumping-off place for propaganda in Northern India. After North India bad bler våturated with their doctrines and Inred into rebel- lion they think the opportunity of o grand attack would come, facilitate, the extension of Soviet power into India, and the plunder of ber raw material for the
benefit of Russia.
It is hardly possible that Afghanistan, which possesses a fair number of able politicians, will allow herself to be used. as the Bolshevists' catspew, though she will probably take anything she can get from the Bolshevists to improve her own condition..
The Government
is taking all necessary precautions to prevent Bolshevists from crossing the border,

GERMANS IN BELGIUM,
·HORRIBLE. ATROCITIES.
Simultaneously with the demand by the Allies for the extradition from Holland of the ex-Kaiser, a case hes just come before the Mons Tribunal which recalls, in ita horror, the crimes of the German briganda. A woman whose husband and son :wers murdered claimed compensation from the Damages Tribunal. She adduced facts of the most positive character, and called |- witnesses who related an oath the follow- THE ing terrible story.
On Sunday, August 23rd, 1914, the in- habitants of Quaregnon and places in the | neighbourhood took shelter in the cellars of their houses on the approach of the Germans. When the soldiers arrived they made all the people go out into the streets; and ordered each family to stand together before its house. Being helpless, these unfortunate people saw their homes burn- ed, nad shortly afterwards a German military cart, which was styled-anam bulance, arrived. It halted in front of each group, and a soldier, after having made a selection at hazard, ordered those
