MANILA PAPER ADVOĢÄTES, GOVERNMENT ACTION.

The Manila Times says:Some montha ago, when it became evident that there Was-an« unwarranted manipulation of stocks and prices of rice in the Philippine Islands, the Government took action to improve conditions by fixing what was considered to be a fair price for the cereal, and thus put an end to a serious food arisis.

Today the people of the Philippine lalands are faced with just as serious crisis, which affects almost every known food product in the fslands, both home grown and imported Housewives Bra daily faced with the problem of ever-in creasing prices. Canned milk, vegetables, fruitments, etc, are being sold by the retail grocers, at what might be almost called fabulous prices. Sugar, which is one of our most important home products and of which we are told there is an abundance in these Ialands, is being sold. at retail at prices which would bear prompt Government investigation

Just where the responsibility lies for this tremendous cost of food stuffs is not. kdown, but one thing is very evident, that the Government should lose no time in looking into this matter which affects hag dreds of thousands of people in the Philippine Islands. If it should be found that the prices which appear to be exor. bitant are in reality legitimate, the in- vestigation will have done no harm and will have demonstrated the willingness of the Government to promptly interest itself in the material interests of the people. A very inferior class of sugar is to-day being retailed in Manila at 90 centavos a kilo. If sugar, were not produced in. the Philippine lalands but had to be in- ported it could not very well, even with the freight and import duty expenses added, cost more than it does to-day.

The man on the street looks at this problem of the high cost of living from the point of view that he is being flecoed by the merchants from whom he buys his. goods. He may not always be right; it is possible that be is never in the right, but Government investigation promptly begun and carried on without delay, and made with a demonstration of deter minateness to get at the real facts, will go a long way towards" satisfying the public mind
