Ir. Patek, the Poush Foreign Minis- ter, recently bad a long conference with Mr. Lloyd George. In discossing with Beuter's representative the objects of his mission in London, the Foreign Minister said:-
1-have come here as the present moment because in my opinion the decisive time has arrived in which to settle the question As of Bolshevism and Foland, which to us is a matter of prime importance. regards my discussion' with the British Premier, can only say that I was great- ly impressed by his frankness. It now remains for me to put before the Polish Parliament the question of peace or war, which will have a great effect on the whole situation, but, before doing so, being desirous that Polish policy abould bo absolutely in conformity with that of the Allies, I desired to ascertain exactly the opinion and the position of the British and French Governments towards the question of Bolshevism. Both in Paris and, as I have said, in London, the conversations with Ministers have been characterised by absolute frankness, and I have no doubt as to how the position stands
There seems to be a certain misunder- standing as to the correct interpretation of what is considered an attack upon us Any decision as to by the Bolsheviks. the future on our own front must be settled at Warsaw alone. We feel strong and capable of holding the position, which history and events have placed us in. On the other hand, whether for peaco or for war, our position must be as strong as possible. In the case of pence, we must be strong enough to retain and maintain that peace. Otherwise the peace will not be a fair one. A state of war can in no case be considered as an ideal position. We must always him at the maintenance of normal conditions, at the internal. development and organisation of our country and its resources, and the solu tion of all unsetted questions.
the Foreign continued Remember, Minister, we have existed only for one year. This is the first year of the Polish State, and in this brief period we have succeeded in creating a strong and reliable army and is promoting an organised judicial system, educational developments, the creation of thren new universities, and the return to work of a great many unemployed. The work be. foro us to-day is our industrial and com. mercial development and a solution of our financial problems. All this, of course, will be much easier if we are not waging war, but, although we earnestly desire, we can only agree to a peace which is satisfactory alike to ourselves and to bur allies.
One great difficulty in the way of peace is that, speaking as a lawyer, I do not see the judicial person in Russia with whom that peace can be made. Secondly, there are some conditions of such vital importance as to admit of no compromise. Our troops are at present standing on a line which I may call the inevitable result of events. For fourteen months the Polish and non-Polish population of the cour tries on the Eastern border of historic Poland have sent innumerable deputa tions begging for protection from Bolshe vist tyranny. We have also begged the Allies to help us, and it is under the impulse of the urgent need of our nationals that the Polish Army, by the spontaneous effort of the whole nation, has in a short time developed into n formidable stragetic unit. We occupied a great deal of territory in- habited by Polish majorities and mino rities, and the inhabitants of these coun- tries have by thousands begged tha Polish Army and Government not to give them up. We are bound by every possible tie to protect these Polish nationals and the whole population of these regions from exposure to the chaos resulting from unsettled conditions bevond our borders.. The safety of our people is a sacred daty for us and a responsibility we cannot
escape.

The question of the solution of the whole political situation, vis-à-vis Bol- shavism, is rendered 'easier for us by the fact that the rebirth of the Polish State has caused a very strong manifestation of national feeling. This in itself is a guarantee against any real" external danger, whether military or moral. With our moral and material strength Poland nend be in no hurry. She is quite able to hold her own. and be assured that neither Bolshevist menaces nor promises can rush her into a policy that has not been well considered.
