Contrary to a report originating in Berlin, Reuter's special correspondeant, who recently returned from Heligoland, states that the destruction of the harbour works and fortifications, on the island, although progressing to the satisfaction of the Allies, has not yet been completed As a matter of fact, the Germans estimate that another seven years labour will be necessary, Work has been in progress for over a year, and all the guns bave been dismantled, so that Heligoland has ceased to be of any military value"

Everything in the de fences of Heligoland is worked by hydraulic power, and the water necessary for that and sanitary purposes is drawn be huge pumps from fifty feet below level. Looking down the steps leading even the subterranean galleries to where these pamps are situated, ona gets a faint idea of the ingenuity of the German engineers. POGROMS
IN UKRAINIA
29,000 JEWS MASSACRED. Heuter's Agency has received commun- ication of the following message from the New York correspondent of the London Jewish Correspondence Bureau: Presi dent Wilson bas transmitted to the Senată excerpts from a report regarding pogrom in the Ukraine made by Brigadier-Gen- eral Jadwin, U.SA, who made a tour in that country in the latter part of Septem ber. In his report General Jadwin kays that be obtained from, one Jewish com- mittre a list of 10,712 Jews who had been killed, and the names of the towns where of pogroms had occurred, with the dates the massacrés. The figures supplied to him brought the totals up to September oth to 29,000. Another statement made by General Jadwin was that some of the Jews felt that propaganda alleging that Jows predominated in the Bolshevik movement and the fact that Trotsky and Bela Kun were Jews had been responsible largely for the pogroms. Such pro panganda they denounce as false.
The excerpts from the report were furn ished to the President by Mr. Lansing. who attached to the report an announce ment of plans for further investigation of conditions by the State Department. "It may be of interest to the Senate," he said, to know that the Department of State has recently made a decided effort to obtain farther and more recent first-hand information. With this in view it has sent Evan E. Young, an experienced Con- sul General in the Consular service, to Odessa, and has obtained from the Navy the services of Rear Admiral McCully, who has had a long experience of Russian affairs and is conversant with the Rus- Bing language."
Admiral McCully has been designated 3 special agent of the Department of Htate, and instructed to proceed to the South of Russia for general purposes of cbservation. Both be and Mr. Young are now en reule, but it is feared that the recent military advance of the Bolsheviks may prevent their penetrating into the Ukraine
General Jadwin's In the extracts from report the following passages occur? They claim that besides these (the 28,000, reported slain) there were doubtless many others killed of whom they have no to cord: With regard to the pogrom in Fastoff, about which many reports have been circulated in the papers, General Jadwin states It was the scene of heavy fighting for four daye, in the course of whith some 400 are understood to have been killed I noticed in driting through the town of Fastoff that many houses had crosses on them, and on inquiry was told thes crosses, indicated the residence of Christinna.”:
THE DETILAYAL OF KOLTCHAKA
The report of the execution of Admiral Koltchal is now confirmed beyond all doubt. In undertaking to explain the circumstances in which the Admiral was put to death, a telegram received in Tokyo says that when Major General Vetikofsky, one of Admiral Koltchak's generals made vigorous attempt to recover Irkutak at thy head of 10,000 men, the Revolution aries defending the city concluded that Admiral Koltchak was in secres conjunc ting with the force, and hurriedly exécut
