(7) As long as a British garrison is maintained in Egypt it must be composed of English regular troops, not of Colonial troops or other irregulars, and kept under the strictest discipline. The garri- son should be confined to Alexandria and the Suez Canal as the chief points of danger from abroad, and containing the chief elements of disturbance in their. foreign population An early date should be fixed for its, withdrawal from Cairo,
