THE ANTI-DUMPING BILLAN Lord Inchcape, the chairman of the Peninsular and Oriental Steem Navig tion Company, addressing a meetingraf abareholders in London on December 10th., said it was a curious "coincidence that as soon as all the free ships came under charter to Government, and the rates of freight and passage money, were controlled by Government, they were ad- vanced by anything from 19 per cent, to 85 per cent., and it was another coinci- dence that as 'soon as the steamers wera freed from control in the spring of 1919 the rates were very considerably reduced. The present move was a direct attack "on-in- dividualism and private enterprise.

If coal mining profits were to be limited, he would ask, what about the other branches of trade!
