The short history of Hongkong as a British Colony is one of continuous and rapid development, The improvement in the health of the residents has been re sarkáble. During the net half-century the Public Works Department has carried -out many very fine schemes. Much of the criticist which, in the past, has been levelled against that Department has been -unjust; it has often originated through ignorance Gf the diffieties and technical details connected with the work done. The writer hok nu brief for the Govern- ment, or any section of it, but it is only fair to remind people of what has been Tone as well as to suggest what might be done. The conveniences and improvesi merats which we accept without much thought were unknown to past genera- tions. Fifty years ago Hongkong was a barren island, végy much of the appear· ance of the hills on the Kowloon side of the harbour: to-day it is covered with trees and foilage as far up the hillsidej as vegetation will grow. It has good ponds, although it must be confessed that they are inadequate for motor, traffic, but out of Alerts were not designed for it. The water supply system of the Colony is
