It is urged that the remedy is to stop the raw material from going into neutral countries that supply Ger many, to stop fodder from going to Holland on the assumption that it will feed pattle that will ultimately go to Germany.

It must be borne in mind that goods may go straight into Germany from Holland and Denmark without sea risks, and that Germany will outbid us is price forevery article. The Dutchman with goods for sale has the choice between an easy ani od mrket and a difficult market atower price. The Dutchman is sub ject to the laws of human nature. But, say the critics, if the supply of fodder is conditional upon goods in return, that will compel the bringing of food to this country instead of to Germany. In sentence, they call. for what is termed "a real blockado." This is not the simple course that may appear, as the following statement made by a high authority to a representative of The Daily Telegraph on July 3rd may show.

Laur articles enumerated weré imported by the neutral Guntries, and is very much to he hoped that the United States will see the way to put pressute upon those countries to prevent the continuance of what is going on. It would be a great mistake to minimise the importance of the quan- ties of fund going in from the neutral. because it is a serious matter, hal, eyca if the figures as stated are accepted, the supplies thus obtained amount to suf Brent to feed 2,500,000 people for a year. Take those figures, and remember that the ponulation of Germany and Austria over 100,000.000. As à antler of fact, something like nine-tenths of the amount of food imported into Germany before the war has been stopped.

With regard tu the comparatively swall parentage still going in, the dif culty of stoppling it has been that it has been produced in the nettia! contries and has not passed through the blockade at all. It has to suggested more than once that it could have been stopped by depriving the neutral countries concerned of all imported food and fodder staffs. The direct action of such a step is not quite certain, because, although the depri vation of imported fodder would no doubt a considerable reduction of the agri- cultural produce of the neutral country, yet it might well be that she would elect to send the whole of her produce into Cer many instead of part to this country, and the net result might be that Germany would be no loser.

It would be necessary to prove maity: that it was destined to feed animals part of whose produce would, or might, go to Germany. That would not be regarded as evidence of enemy destination, and be British Government would therefore have had the humiliation of being defeated in their own courts, apart from the fact that their attempt to stop the insports con- cerned would have been ultimately in- effective.

"The case of the United States is, of course, entirely different. They are sell- ing their own products, and are entitled to make any condition they like, upoä their sale. They may say to any neutral You shall not have our maize, country,
