The State control of railways and mines, in the present circumstances, is a less debutable subject. Any objections that may be raised to it would seem to be more than counter balanced by the elimination of the possibility of strikes in these two supremely important national services. Belief in the early introduction of these. reforms is encouraged by the creation of special Ministries for Labour, Pensione, Shipping, Blockade, and Food Control, in addition to the Ministry of Munitions, which was established last year.
It will be noticed that the reorganisa tion-administrative, economic, and mill- tary--now taking place in Great Britain has its counterpart in France. A small War Committee of five members of the Cabinet has been formed, and General JOFFRE has been withdrawn from the front and given a position as technical adviser analogous to that held in England by General Sir WILLIAM ROBERTSON.
