THE GREAT CHARTER.
Let me put down the thres principal provisions of this great Ast:--

2-British posting trade to be reserved for British ships,
3.-British ships must have British maa- ters, and at least three-fourths of the crew must be British.
These were no new principles so far theory was concerned, But previous at tempts to encourage British shipping had failed. Thus, in 1381 King Richard II. made it low that---
"None of the King's liege people do from henceforth ship any merchandise in going out or coming within the reata of England in any port but only in ships of the King's liegance."
