OFFICERS IN THE WAR.
It cannot be denied that the German officer has proved himself skilful, able. and efficient. For in this war great re sponsibility rests on the lower commis- sioned ranks owing to the magnitude of the operations and to the fact that supr- rior officers are remote from the firing lire. I was much suprised to find a marked change in atlitude on the part of -many Germzn-fficers who have seen active service. It has ben nuggested that on account of heavy casualtion a great proportion of the regular officers had been replaced by reserve officers; bat even the much-maligned "Junker officer has incderated his bluster. It has be tempered, not merely by the severities of the campaign. but chiefly by the "scienti fie" atmosphere that surrounds present. day German military affairs. When seen in mali and speaking of military mat ders. the German officer to-day is akin to his collesgus" of the laboratory; he scems awed by the mystery of the vast organisation with which he is so closely identified.

In conclusion, Mr. Cruppi says: All the persons I have seen showed me the complete unity which prevails the desire to reduce Germany. Whigs and Tories, Scots and Irishmen desire only that from the bloodshed among our sons the union of France and Great Britain will arise, tightened and strengthened by the common trist.
In France these things are known but it is good that they should be reciter by a witness who has been able, as they say in England, to "realise" them and support his impressions by the facts which I give.
