THE WATER POLICE OF

KWANGTUNG PROVINCE.

The Ministry of Interior recently sub- the mitted the following petition to President requesting that Tsai Chung- heng be appointed Chief of the Water. Police of Kwangtung Province, and that he be exempted from audience, etc.:-

In a despatch of Li Kuo-yun, Governor of Kwangtung, it is stated that in the 8th month of the 2nd Year of Min Kuo, Tsai Chung-brug was appointed: Acting Chief of the Water Polics Just about the time that the rébellion was suppressed, seditious influences were still at work and the mind of the people was not settled. The said Acting Chief sent out detectives to arrest many rebels, and captured a pirate stearn vessel. Thus order was restored in the local places. In the 10th mouth of last year, when the rebels tried to raise a rebellion in Kwangchow, and perpetrated three successive bomb out- ragos, the said Acting Chief succeeded in effecting the arrest of the principal platters, who were afterwards executed. In token of his conspicuous services, the President conferred on him the 1st Class Melal and the 3rd Class Chia-ho Decora- tion, He is, therefore, admirably fitted for the post of Chief of the Water Police of that province, his past record is hereby sent to the Ministry to be forwarded to. the President, etc.

Kwangtung is a maritime province, and. is a network of water courses, on which both Chinese and foreign steamers con- stantly ply. The rebels have from time to time attempted to cause trouble. If peaco and order are to be permanently main tained in the Canton Delta, it is essential that a competent man should be appointed to assume charge of the Water Police. If it is decided that Tsai Chung-heng be appointed, it is further requested that he be exempted from coming up to Feking; for audience, as much time will be un- necessarily wasted in the journey to the

HOW THE INVENTION CAME ADOUT.
