The following letters are taken from successive issues of the Times:

SIR, at this supreme moment we are to put forth our full naval strength, against our enemy we must resume our right to capture his merchandise at sea, s even when found in a neutral ship.

It is by the exercise of this right that we can' most effectually distress our enemy by cutting his sea communications, stop- ping his sea trade-which in the case of Germany is 65 per cent. of the whole-and thus cause his subjects to pay famine prices for all sea-borne merchandise. This, as experience has shown, in infinitely more effectual and also more merciful than destroying his ships and killing his seamen. This, in the long run, is irresistible. This is an exercise of sex-power which reaches the remotest corners of the land.

In order to recover this power all we need to do is to give notice to the world that we will no longer be bound by the Declaration of Paris of 1870. The fourth article thereof declares that the neutral Hag covers enemy's merchandise with the exception of contraband of war: and so long as we do not openly repudiate that article, 'so long must we allow our enemy to carry on under our noses in neutral vessels the trade he can no longer carry on in his own, and paralyse the most effectual power of a preponderant foot.

The pretended compensation to Great Britain for this fourth article was the first artiele, which declared that privateering is and remains - abolished. But the first article is so flagrantly violated that our present chief anxiety is the protection of our merchantmen from German privateers of the new kind, pretending to convert themselves into ships of war on the high seas.
