THE POLITICAL SITUATION. There is no improvement to report
in the political situation anywhere. Fighting. continues in Albania and the relations between Turkey and Gresce are becoming more strained every day, whilst the troubles in Mexico seem no nearer an end. The now Cabinet formed in Paris after great difficulties had to retire after 24 hours; it has been succeeded by a more radical one and it now remains to be seen how this one will be able to settle the vexed three years' servico difficulty. The Home Rule question has made no progress. towards a solution; in fact none of the factors which have hitherto stood in the way of an improvement in business have disappeared, whilst the prospect of the issue of heavy loans by several European and other governments act as a further drag on any attempt at betterment. Even rule the building trades, which as a revive during a period of cheap monas, such as we are experiencing at present, remain inactive. The only articles which have shown any life are wool and cotton, the former owing to the scarcity of supplies, the latter in consequence of the unfavourable accounts received of the growing crop in the United States. The Government Bureau in Washington gives the stand up to May 25th as only 74.3 por.

BY THE STEAMERS OF
The official returns of the foreign trade of the empire for May and the provious four months do not compare unfavour ably with those for the same period last year and hardly bear out the pessimistic. accounts received, from business circles. Imports during the month of May amounted to 6,057,090 tons of a declared value of 905 million Marks, exclusive of 16.2. millions in gold and specie, against 5,933,030 tons worth 873.7 plus 29.6 millions in gold and specio in May, 1913, and for the first five months of the year | to 27,448,261 tous of the declared value of 4,093.1 millions and 187.7 millions of gold and specie, against 27,983,097 tons worth 4,570.2 millions and 134.2 millions [in gold and specie. Exports also slightly exceed those of last year, being for the month of May 6,080,804 tons worth 880.7 millions, besides 10,3 millions in gold and specie, and for the first five months GOING AND RETURNING WITHIN PERIOD. 187 JUNE-31 OCT. 30,389,576 tons worth 4,249.2 millions plus: 41.8 millions in gold and specie against 5,770,559 tons of the value of 820.7 millions
and 5.1 millions, in gold and specie during May and 30,309,182 tons. worth 4,138,4 millions and 46.6 millions in gold and specie since the first of January.
TRADE WITH DEPENDENCIES,
Trade with the German dependencies in other parts of the world seems to pro- gress satisfactorily, the returns for the Tast nine months of 1913 of that with the South-West African colony, for instance, showing a notable increase compared with that of the same period of the previous year, viz. -26,181,918 marks against 17,803,000, the value of importe being M10,637,648 against M8,172,342, and that of exports M15,544,270 against M9,131,848. Amongst the exports, diamonds occupy the foremost position, fighting for, ia round numbers, 12 million marks, then follow copper-ore with 24 millions and minor items such as other minerals, marble, live animals, hides, fresh and preserved meat, herne, ostrich feathers, ote, etc. The Colony is evidently pros pering, and with an increasing supply of wator and an extension of the present railway system presents a promising out- look. Colonial enterprize seems at last to gain favour with the public, for the subscriptions to the new 4 per cent. loan for the Gotman dependencies of 65 million Marks have come in so fast that the lists have already been closed. Of course the plethora of moncy in the market may have had something to do with it.
VOLUNTARY ABMAMENT.
Some time ago the Russian and Dutch Governments lodged a protest in Berlin against the levying of the voluntary arma ment tax on subjects of other countries residing in Germany, as contrary to the terms of existing treaties, and France and Belgium join in, claiming the benefit of the most-favoured nations clause. The Imperial Government has now replied by a polite but distinct refusal, stating that the armament tax is not a war tax in the sense of the commercial treaties referred to, bata normal one voted in time of peace, although the mode of assessment may be somewhat unusual.

The aggregate number of volumes at the five branches amounts to about 127,000, which is quite inadequate to meet the demand, but unfortunately the expenses connected with the working of the institution are too great to leave much of a surplus fort the acquisition of new books after repaire and renewals have been provided for. The State has raised its contribution, and, since a friend of the movement has pro mised £2,000 towards the erection of a building, has agreed to find a suitable site free of charge.
