1913. Referring to the events of July and August he declared that, in spite of aundry mistakes and misunderstandings, the Council had no grounds for regret and many reasons for satisfaction. He said that Yuan Shih-kai regarded the municipality with feelings of genuine respect, and had expressed hmself as ready to do what was possible to bring. about harmonious relations between our selves and the local Chinese Administra tion. In dealing with the volunteers the Chairman emphasized that it was the duty of every man in Shanghai to serve for & few years in the volunteers. As to the Public Library, Mr. Pearce said that when the new Municipal buildings have been built and tho Volunteer Corps housed in a headquarter building worthy of it, it is the Council's intention to adapt the present Volunteer rooma in the Town Hall as an extension of the Public Library. Mr. Pearce then proposed the adoption of the Budget, which he said set out an almost identical taxation schedule to last year's. The Council fully recognized that the numbers of police must be increased to the full authorized strength as a BS possible, and it should be the first aim of the new Watch: Committes to bring this about. No effort would be spared to check crime. Mr. White- Cooper seconded.
The Rev. A. J. Walker proposed an amendment that Tls, 3,600 be included in the Budget for the establishment of Contral Charity Organization Office Mr. C. E. Anton seconded, and the amendment was carried, the Council supporting it.
