THE JAPANESE SHIPPING SUBSIDY BILL.

INTERESTING DISCUSSION.

The sixth section of the Budget Com wittee in the House of Representatives sat at ten o'clock on Thursday gorgot (12th instanty and considered the Ship

ing Subsidy Bill.

MASIS OF THE SUBSIDY..

THE HONGKONG DAILY PRESS, FRIDAY, MABOH 2728, 1914

THE PANAMA CANAL AND TRADE Mr. Sakamoto asked the opinion of the Government about the changes likely to be brought about in the world's commeres by the opening of the Panama Canal.

In reply Mr. Yakawa, Director of the Marine Bureau, stated that this was a The opening of the delicato question. Panama Canal would first of all affect the Suez Canal. In considering the difference in distance between the Suez and Paname routes between New York and the Orient, it would be found that the mean between the two routes lay between waters cast of these points would be on the Panama route and those west on the Suez route. In these circumstances the trade of Japan would be considerably affected by the opening of the Panama service.

was adjourned-Japan The sitting Chronicle.

Mr. Kato (Cosbikni) asked, What is Hongkong and Shanghai, so that the

the basis of the subsidy, which is to be paid at the rate of 10 per cent. ?"

Mr. Metoda, Minister of Communica tious, replied, The subsidy is based on the value of vessels, 10 per cent, of which will be much less than the same percentage of the capital of the companies.

Mr. Kato: What is the reason of the subsidy being granted to the Panama service at the rate of 20 por cent of the Teasels, which is double that given to the other sorries?!?

Mr. Matada: The Ocean Steaan Ser- rice Bulvidy authorises the Govern ment to grant a subsidy at a rate not exceeding per ent. On this authority

e Guvernment proposes, to fix Buhaide to the new line at 20 per cent. do not think it is excessiva.”

the

La reply to Mr. Okazaki (Doshikai), c. Inuzuka, Vice-Minister of Communi cations, stated that the Panama Canal Committeo seemed to wish to supply coal to vessels passing the Canal at the lowest possible price, and the United States, Government thought $5 a suitable figure, but nothing was definitely decided. The the between Yokohama and distance Fannia Canal was about 7,000 nautical miles. It was not safe for steamers to sil direct between the two places. For. this and other reasons the Government mid way make Seattle, between de two plucci, a port of call on

new line,

Mr. Okazaki stated that the Suez route was so 2,000 miles shorter than the Pata route, and would save seven or egle days. It was doubtful whether iron would be shipped via Panama. There were now three subsidised North Ameri- en thes, and they were working indepen He asked whether the Govorn deally mert had no intention of reducing the

THE SUEZ TRAMPS

Mizukas replied that iron was now being brought via Suez, as Mr. Okaziki said, but he steamers now trading be tween New York and Japan via Suez were all tramps, and the transmission of cargo could not be called quick.

After the opening of the Panama Canal, the goods Bow sent via Suez might come to be shipped by the regular steamers vin

auama, when they were required to be want quickly. There were many trump steamaru trading on the Pacific between Japan and America, in addition to the thres regular lines, and all these steamers were fully loaded with cargo, which wUS on the increase. It was inconvenienh to reduce the subsidised lines. The Vice. Minister wished Mr. Okazaki to consider the prevailing condition of the North American services.

REDUCTION OF DUTY ON IRON SUGGESTED,

Os the sitting being resumed after lunch, Mr. Moriya (Nationalist) stated. that there must be some special reasons prompting the Government to introduca such, soportant Bill as this at the

leventh hour.

The Minister for Communications re- plied that he had spent more time than was usual in considering this messure, as he had been in offee only a short time. There was no sinister reason for the delay in introducing the Bill, as Mr. Moriya seemed to suspect,

Mr. Moriya further asted whether the Government had no idea of elaborating means for building scamera in Japan at a lower price. It was inconsistent to grant shipbuilding encouragement. bounties on the one hand and to impose

a heavy duty on iron on the other. The duty on iron might be reduced within ants not prejudicial to the interests of the Imperial Foundry.

The Minister for Communications replied that the Government was consider- ing the question. The Government hoped to reduce the duty cu iron as far as was practicable.
