HD uncation of Railway construction throughout China has been under the consideration of the Ministry of Communica tions for several years and in cortain directions progress has been made. In view, however, of the necessity of adopting sound and compra- hensive Railway Policy for the entire country, the Ministry of Communications has decided to invita the Public-Chinese and Foreign--to sub- mit proposals and schemes on the subject to be courianicated to the Ministry on or before December 31st, 1913, and propared in accordance with the following rates.
The rules are as follows:
A. Proposals must be accompanied by maps with letterpress in the Chinese language as well as in a foreign language if desired.
(1) Take the map of Asia on a senle of about 2,000,000 to 1 and trace all the projected lives and insert necessary explanations. If no such map is available then the map of China (nearly 2,000,000 to 1 in com parison) issned by the Commercial Press
gay be used for this purpose.
(2) In the map all oxisting Bailway lines in China in operation or in course of con- struction or in projection should be distinctly shown.
(3) Directions and routes by which the South and North-West of the Country can be linket with the Railway Systems of Enrope, India and other Countries should be shown in the Map.
The object and advantages of all Railway lines extending to other Countries should to explained, and the extension and improvement of those lines inside the Country should also be explained.
