GRIEVANCE.

The following is published in the Monthly Circular

The Empire Press Union!

We have received the following interest- ing letter from Mr.D. Warres - Smith, who has been connected with China and Hongkong papers for early fifty years. and lessee of Hongkong Daily Press (the only Chinn Japan or Straits paper. which has its own London office) for twenty-three years, Mr. Smith says in a separate letter that Hongkong is not n forlorn island in the Pacific, but a colony of very considerable importance, the largest shipping port in the World, that is, the entrances and clearances being more numerous, and the tannage being greater than any other port, London not excopted.

"You have rendered such an invaluable service not only to Colonini journals, but to the tens of thousands në Britons fram eversons always resident, temporarily, on peruently in this country, and one- quently to the cause of Timperialism, and ta the benefits, social, intellectual, and com- mercial, inevitably resulting from closer intercoms between the various parts of the Empire, by your success in inducing the Postmaster Feneral to grant to the now. papers of Greater Britain the same rights as held by those printed in this portion of The Empire, that I venture to ask your. assistants in obtaining for a by no means. insignificant British Colony, and for mer- chmats and others in this country having relation therewith. the same advantages as are possessed by our competitors in other

I write on behalf of the Colony of Hong, kong and of its mimberless friends and correspondents, mercantile and other, in this country. It seems an absurdity, and certainly does not tend to promote inter- Imperial trade, that our friends and trade rivals in avery country on the Continent can send newspapers, which of course include træde journals, reports, etc., to a British Colony by a route which is ten days quickor then the quickest we can send them by When the Siberian runte was first opened our postal authorities schmed to place all the hindrances they could on its so, the alleged reason being that it cost more per Jetter to send that way thâu viả Suez, the. promotion of inter-Imperial- tande being at that time apparently not worthy of consideration. After long lingering, wisdon. has at last come, awing, it is understood, to a more advantageous arrangement with the Rusian Post Office, and all letters, not- otherwise directed aro sent við Siberia, but Four Post Office still refuses to accept news- papers for that route, except at a letter rate of a neuay per orec, although for years past Continental countries have been

Our Post Office has always been behind; it is not so king since letters by the English mail to England cald be sent through the French, German, and other post offices in Shanghai at half the rate of postage charged if posted at the Shanghai branel of the Hongkong Post Officer, or ia Hongkong. Not only does this refusal to send newspapers við. Russia give an advantage to our trade competitors in Hongkong, the Ger mans, who have every advantage there that British subjects here, and some that wo have not but it places Shanghai, Hong- kong's great rival

It makes a difference of ten days, which is found to be a great inconvenience, as correspondents are being continually referred to reports and other matters in the newspapers which do not reach them till ten or wire days later.
