There is no improvement in crude to report this week; on the contrary, increased dulness prevails in most mar- kets, the recent reduction in the bank rate of the Reichsbank having had no stimulating effect. The reduction was, so to speak, à concession to public opinion, the gold reserves having accumulated to a point rarely touched before, but, although it has slightly relieved the stringency in the money market, it has not tended to restore confidence in the future, as the rate in London remains at 5 per cent. with every probability of rise later on
