During the month of May, according to the published abstract of proceedings, the Committee of the Bengal Chamber of Commerce had before them a request, from the Bombay Chamber of Commerce, for an expression of opinion upon a re- presentation from the Bombay manager of the Nippon Yusen Kaisha on this subject.
The following assortions were made in the representation, namely:---
(a) That the subsidy received by the Nippon Yusen Kaisha from the Japanese Government is only for the maintenance of special lines under mail contracts.
That the Calentta line af the
Nippon use Kaisha is not among those special lines, and that consequently it receives no subsidy.
(c)_That it has therefore to face un assisted the State-aided vessels of the B.I.S.N. Co., who are paid by the Government of India a lump sum under their agreement for coasting services;'
And (2) that the Nippon Yuson Kaisha have tried, but have failed, to induce the British shipping companies to work with then; ft they are following these com panies' current rates of freight: and that the responsibility for cutting does not therefore rest upon them.
In dealing with these statements the Conmmittee pointed out that, so far as they en ascertain, the amount of the subsidy paid by the Imperial Japanese Government to the Nippon Yusen Kaisha is yea 5,067,706, or more than Rs. 76 lakhs yearly. This sum represente upwards of 23 per cent. on the paid-up capital of It follows

therefore that, even if the steamers work at a considerable loss, the subsidy still embles the company to pay a dividend. An annual subvention on such a scale is clearly not a mail subsidy. It must be for the purpose of enabling the company to compete with foreign companies," and to extend Japanese trade.
As regards (b) it seems to be merely a technicality to say that the subsidy does not cover the Calcutta line. For obvious- ly it is sufficiently heavy to enable the Nippon Yusen Kaisha to run such a line even at a loss.
In answer to the Committee said that the subsidy paid by the Government of India to the British Indin Steam- Navigation Co., is Rs. 10 lakhs. This sun is granted specifically for the provi- sion of regular, frequent, and last sail ings on sixteen lines the trade-on which would not, it is admitted, suffice to main- rents. The subsidy works out to less than 18. per mile; and it cannot be com ptrel with the enormous sum naid to the Nippon Yusen Kaisha by the Japanese Government. Moreover, the other British
